Mr. Xiong is one of the most influential leaders in the Chinese legal profession, combining decades of experience as a judge, together with leadership roles in key quasi-governmental organizations serving the legal profession, as well as a keen commercial sense. As an advisor to SIPAC, Mr. Xiong brings a strong understanding of the history and direction of development of the China legal services market as well as a vision for the continued expansion of the role of Chinese in-house and law firm lawyers in connection with global transactions, disputes and compliance matters. He will advise SIPAC on China legal market engagement efforts.

The Sino International Professional Advisory Council (SIPAC) is a global network of outstanding professional service providers built to service all aspects of the global expansion of Chinese business in the context of an evolving geopolitical environment.
SIPAC’s mission is to bring the Sino-Global legal communities together by:
1. providing Chinese lawyers engaged in cross-border legal work access to the full range of international-standard resources so that Chinese companies can conduct business overseas with confidence, supported by trusted professional advisors, and

The Sino International Professional Advisory Council (SIPAC) held the second Sino-International Law Forum (SILF) in Shanghai on November 14-15, 2024, hosting more than 70 international delegates from law firms and other professional organizations covering more than 50 countries, nearly doubling the number of foreign lawyers who attended the inaugural forum held a year earlier.
